can someone help me with this chord i cant seem to make and good voicing out of it.

Try these two:

first fret:
Eb (1st fret 4th string), A (3rd string), D (2nd string), G# v(1st string)

(No root played - but b7th in the bass)

Or:
Exactly the same shape shifted up to 7th position
(No root played - but 3rd in the bass)

Hi there....
To make an easy way write these chords I write as an example: A/f, that means that the A indicates the string, and f the fret,ok?
I like voicings like these for the Dom13#9 chord, in this case you asked in F.
Nr1: A/6-D/7-G/7-B/9 Nr2: A/11-B/12-G/8-B/10.Nr3 A/8-D/7-G/7-B/8 Nr4: D/7-G/8-B/9-E/9 Nr5:D/7-G/7-B/4-E/4......
Thats some of the ones I like, hope they helps.

frenchy is dead on....dont make things harder than they have to be..understand the simple and the complex isnt so complex....and another way of voiceing it is just to play the "added" notes with the 3rd and leave the rest out...that gives you more options more understanding and less headache.
