ok just to check:
Ab arpeggio is Ab-C-Eb-Gb ie 5b-7-9b-3 to D7 and i suppose your #11 is another way of writing 5b, right? I've tried it a couple of times and i think I'm gonna have to get my ear accustomed to this new sound.
As regards the term "altered" it seems to mean "altered 5th", but is it only 5b or can it also be 5#?

yeah, b5 and #11 is the same note.
An altered dominant scale: 1 - b9 - #9 - 3 - #11 - #5 - b7
